Mark Jeffrey Manteuffel was arrested on July 1, 2019 for several violent rapes known as the ‘John Doe Rape Series.’ The assaults were linked through DNA profiles obtained from the victims’ sexual assault kits. The assailant had snuck into the victims’ homes, bound and beat them, and raped them repeatedly at knifepoint.
Manteuffel pled guilty to raping two women in Rosemont and east Sacramento in 1992 and 1994. He also pled guilty to raping a woman in Davis, California, in 1994. She had been tasered while jogging, and then dragged off to a secluded area and sexually assaulted. She was a senior college student at UC Davis.
At the time these sexual assaults were committed, there was a statute of limitations in California on violent rapes. Therefore, in December of 1999, as the statute of limitations was about to run out on the earliest of these rapes, Anna Marie Schubert issued the first ‘John Doe Warrant’ in California. She was then the deputy District Attorney for Sacramento County and is now the District Attorney. He office has been a leader in using FGG.
The FGG investigation in this case was conducted by Parabon Nanolabs. The initial confirmation was made when investigators used the surreptitious sampling from items Manteuffel had used in a restaurant in Atlanta, Georgia.
Manteuffel was a former federal prison guard. He worked for about two decades for the Federal Bureau of Prisons, retiring in 2014. He also worked briefly as a college lecturer in criminal justice. He has been sentenced to 29 years for the Sacramento rapes, and 6 years for the Davis rape.
